Why would anybody ever pay to audition?

I was watching Bowfinger a couple nights ago, and they were running this scheme where actors paid to audition. Sounds a little like a certain modeling and acting school franchise that operates in the malls around here if you ask me, but I'm not naming names of course.
 
As I thought about it, though, it really started to piss me off, there are actually people in my area that run rackets like this. They claim to be affiliated with some big casting agency or even a studio, and they tell you everything you want to hear so you will come to their audition (usually at a hotel near the airport) and bring $25, $50, or even more sometimes.
 
I guess what I have to wonder is, why would people pay some clown in a suit fifty bucks to audition for his "movie" when you can go on sites like Craigslist or Mandy and find indie producers (like myself) who are practically begging for talent, and you'll never have to pay to audition.
 
Fortunately, most of the major production cities have organizations who combat these parasites. But Toledo is pretty far from the nearest film production city. Even New York and Toronto are eight hour drives from here.
 
Those of you who are out in the actual industry towns, thank you for your hard work combating "pay to audition" parasites, and keep up the good work. Those of you who are in more remote places like me, remember four words - NEVER PAY TO AUDITION!
